To put it another way, would you rather have a constant negative quantity, or an unknown quantity with a history of essentially looking the other way?
I'll go for unknown because even a worst case scenario equals what we have now. And a non-worse case scenario equals something not as bad as we have now.

Until someone gets popped and there's a case before some court, it's very much a wait and see game, especially when you take into account that these new regs will be signed into law in some sort of form prior to the election and the compliance date should fall ten days or so before the election.
