Alot of times programs that use cookies for tracking set a cookie with a certain time limit, like up to 30 days and that decides who gets the latest click to the same paysite. In the case that Smokey the Bear outlined, the first visit that sets the cookie will keep that surfer no matter what. However, that all changes depending on whether or not NATS checks for and destroys that cookie.
I know NastyDollars &/or OxCash used to do the 30 day cookie on all visits to the paysites.
Unfortunately in these cases, less surfers these days are supporting cookies, so this entire process has a smaller chance than ever, anyway.
