                                  Now granted, the parading with out a permit is being WAY over used this week. As when you have 300k people who are protesting, even if small groups walk away that is a full parade in many small towns. HOWEVER the rule does have some merit during normal times. Let's say a shitload of klan members decide to parade around downtown Atlanta duing a time where there is the "standard" amount of law enforcement. Once the riot broke out, people would bitch that the police were not prepared..
