One thing that people seem to forget, is that the law (cops, courts) will never be able to provide the true "justice" victims seek. Most punishments (in the rare cases when there is an actual conviction) are mere slaps on the wrist for most predators and don't provide too much of a deterrent for next time.
Personally, I think that street justice is a much better method... get a bunch of outraged buddies to "chat" with the accused about their "poor manners" and have a "meaningful conversation" about the "negative long term consequences" of the accusor's behaviours.
