A lot of people steal credit cards, just trying to avoid unnecessary charges. We manually check all signups so it does take longer than instant activation.

We had to put that message up there "Due to an Increase in Fraud, all orders will be verified by phone" just to lose the interest of the script kiddies out there running credit cards all day for hosting. Once they see that they normally just leave because they figure their account will never go live anyways...

The real people however, proceed and signup because they have nothing to hide.
Their account goes live anyways instantly and we follow up afterwards as a security precaution. Accounts DO go live instantly though. We just have to do our best to socially engineer the customers who are signing up.
