Robert Ayson, director of studies in strategy and defence at the Australian National University, says while India is seen as a "responsible regional power", the move could undermine the US Government's approach to global non-proliferation.
"What it's saying here is that some countries who have proliferated recently can be trusted more than others, and of course India is the prime example here," he said.
"So, it does raise problems. It brings into question the prevailing US policy was that it would not extend such cooperation and extend such technical cooperation to countries who were not in good standing with the non-proliferation regime."
He says the move indicates the US intends to decide on a case-by-case basis which countries can be trusted with nuclear technology.
"The purists will say that this is a step backwards and the pragmatists will say that one has to deal with a nuclear India," he said.
"You're not going to roll it back and this is part of dealing with a nuclear India, but we cannot - it would be very unwise to therefore argue that we should think about dealing with a nuclear Iran."
