I disagree with that. We have run tests with every 3rd party processor and Ccbill out sells everybody every time.
If you are sending traffic to companies that use the Ccbill affiliate program and links then that is your problem. There is a huge difference. I would be willing to bet if our affiliates sent to ccbill links instead of our TwistysCash links they'd see 30% to 60% less sales and hence be complaining about scrubbing.
No offence to companies that use Ccbill affiliate program but it is known to have tracking issues. For 5k to 10k cash you can have a kick ass affiliate program that will track more accurately and make your affiliates more money. My number 1 priority has always been to do whatever it takes to make our affiliates more money.
