Philippines is really fucked up country, sad. Its the new headquarters for "YuMama Bin Laden" and has a large muslum population in the remote areas that will kidnap you and cut off your head.
Everything is corrupt and fucked up, especially for westerners. A friend of mine put up a bar in Manilla. He was there for 12 months before he found out the bill he was paying for electric each month was actually illegal current ripped off from a nearby business and sold to him by the local mobsters.
When eventually the real electric company found out he had to pay off a bunch of new people.
On a bright note, the women are awesome. Not the man hating hookers in the bars, but your average real filipino girl that works in a factory or a hospital, its like the matrix, no one can be told about Filipino girls you have to experience it for yourself.
