that's the top deck..it depends on what time of day he was on the bus but it is possible that no one was up there. The top deck is usually the place kids go or people that have to if the bottom is full. I'm not sure what time they were taken but it it was around the 1pm time that the bomb alerts happened that is rather possible. The busses are fairly frequent.
