people doing the complaining to the FTC are not webmasters.
they are the average person who has email at work and email form an isp for surfing the net at home. they get bombarded with this crap, get pissed off and start to look for a way to stop it. finally the wind up at the ftc website and complain. ftc has a mailbox just for this stuff and they just let the complaints build until they have a case.
