Joker.com dosnt have one however, they do have quite a good bulk reseller program if you want to go that route.
DirectNic has a program where you can earn 'DirectNic' dollars to put towards domain purchases i beleive they are working on some kind of affiliate program but there hasnt been any news on that for a while.
