Yes, we will not have to use the overflow decline message that often anymore since there are now only half as many submissions.

Yes, please keep in mind that there are still about 2 weeks worth of daily submissions left in the backlog, so you will see a few more overflow decline message in the next 2 weeks or so.

Agreed. I really didn't think it would cause so much stir since it doesn't really have any impact on the amount of galleries that actually get posted. This change was just to save submitters and us some time.
