I think the "CCBill Manual" classic sums them up the best:

Paragraph 1:
First the system will create a CCBill reservation for the consumer in the CCBill database and obtain a reservation id for the consumer. Once having obtained a reservation id the system will attempt to reserve a username with the client?s authentication system.
After reserving the username with the client CCBill will bill the consumer. When billing is complete the system will update the username added during the reservation process.

Paragraph 2:
During the signup process and after submission of the signup form the CCBill system will attempt to reserve a username within the CCBill system for the client and the user.

Paragraph 3:
After obtaining a reservation id from the CCBill database the Signup System will attempt to reserve the desired username with the client?s authentication system.

Paragraph 4:
Upon receipt of response from the client?s user management system CCBill will then process the billing information for the consumer.
