I would have to say that colors do not weaken the glass so long as proper kilning and annealing takes place. Basically, some colors cannot safely be used without encasing with clear glass because they are too unstable and not smooth enough that you would want to use them on the outside of a dildo. Other colors are smooth enough that they are okay to use without encasement. Basically, when in the process of making the toy, adding the color or doing any manipulation of the glass, adds stress but it is alleviated when properly annealed through the kilning process. We also use a piece of scientific equipment called a polariscope that makes it possible for us to see any flaws, irregularities or stress in the glass before and after annealing. Bottom line, with all the quality control measures that we abide by with every toy, there is no difference in quality or safety of a clear or colored toy.
