Paypal are crooks to so their statements have little meaning in my book.
Now with that out of the way what happened?
Did he not deliver traffic, fake it with hitbots.
All we see here is a yes/no did/did not game which basically tells us nothing.
If it is a crooked traffic broker I gladly put him on my shitlist on my site but please do provide proof.
