I lived amidst the Mao-inspired revolution of Sendero Luminoso in Peru during the 1980's and 1990's. Twice my home fell victim indirectly to large car bombs (I had to replace all my windows).
Terrorists were defeated by police work not military power. Peru's army attempted to fight Sendero over 10 years with little luck. Once the government shifted gears to use the police apparatus instead, major advances occurred.
But, how do you defeat an enemy willing to kill itself on a wholesale level?
