I have already addressed this issue in another thread and will do so here.
I honestly do believe it was a tactic used by al qaeda, one that helps to discredit the US and the Bush administration fell for it.
So no matter what happens now, we the US get blamed whether it's for action or inaction.
It's kind of like when dealing with children Sly. When they do something wrong and you go off and rant they don't recall what they did wrong, they only recall that you were being "mean" to them. The focus is now on your behavior instead of theirs.
