The way the photographer was shooting in the 80s was portraying the models with makeup, dresses, etc. that made them look young. I can point out models that are 18, to 22 that look a lot younger than that. I seriously doubt that PHOTO Magazine was printing, or making covers with underage models. I don't know what to add, honestly.
