The problem is definitely Digibucks so don't get me wrong. It's unprofessional to send bounced checks, and even more professional not to handle the situation immediately.

With that said, the original post is garbage if you ask me. You have no proof of them being broke, and they use CCBill (which means affiliates will get paid). What if an affiliate of theres saw this and decided to change their traffic? You're not just slandering Digibucks with information you don't have, you also could be hurting a real affiliate.

Not saying you are in the wrong, but you could be hurting affiliates of theres that actually do send them traffic. I've been fucked on over $1000 by two sponsors, and didn't make a post saying they were broke. The best way to get them back is to not send them traffic.
