Russia and China are very unhappy and feel threaten by some of the US projects like putting weapons in space and other projects, like HAARP... They also dont like and feel threaten by how the US is establishing itself in the middle east .. especially in Afghanistan... They are also close allies of Iran... and North Korea is an ally of Iran... If all of this happen.. you might see alot of Europeen countries remaining neutral..
