I know the owner personally
in fact, I fed him dinner at my house the other night and gave him a bottle of wine and come to think of it...haven't heard from him since ;-)
he's not only a good friend of mine, but the site webuildtemplates.com kicks ass and they have some great designs.
Keep in mind, some of those designs are done by other designers who upload and sell through the site, but overall the quality is high.
The guy who created that site also wrote the backend for revsharehosting.com -

with their membership options, you get quality templates, a gallery builder, submitter, etc.
I've seen some of the $5 a pop galleries...sometimes they are worth the $5 ;-)
beyond that, it's a matter of what quality you think you can get vs. a template from this site
I believe limjoe is on his way to Florida (or somehwre in between) but I'll shoot him an ICQ to this thread and he can explain better than I can
