They don't have to implant babies with tracking devices they just have to start getting women to have natural births again.
Research has shown that babies who are born in hospitals or to mothers who are given drugs during labour are PREDISPOSED to being drug addicts.
It is a well documented fact that almost ALL caesareans are unecessary and it's only liek .01% of births that do need drugs or or ceasarean.
So if we start reeducating women to give birth naturally that will be a big step in makign sure the up and coming generations are not so prone to drug use.
Oh yeah - and NOWHERE in that report does it say that the people shot were PROVEN drug dealers - they could have just been some bums off the street that the governmet shot to make themsleves look good.
