    So which one is it...?

    Either tons of people aren't complying with 2257 or all of the sites i've been seeing are hosted overseas. lol which one is it?

          How do you know they arent complying?

          You would have to visit thier place or residence/business and ask for documents which i doubt you have done.

                          I dont think thats fair I think 90% of webmasters do comply and most are very concerned about protecting children. Maybe Im naive but I really think if they dont have the records its just poor organization
                          too lazy to find advertising for this sig space
