where is the quote from? China says they have about a third of the HIV infected people than they really do.. you can't really trust much of what is said in that arena..
and thats not even getting onto the fact that shooting dealers and forcing people to go into coldturkey in 50's communist china is about a zillion lightyears away from the US..
It would never work.. just wait for the first 50 middle class kids to get shot selling a $20 of weed to a friend and it's all over.
punishment that heavy handed only works in a totalitarian or military regime where conjecture and hearsay can convict and appearance are more important than fact.
implanting every baby with a tracking and info chip in their spine would also cut down on drug use.. but it's also not going to happen.. you can't have it both ways.. orwellian and crime free.. or freedom with a certain amount of crime. you try to strike a balance.. and shooting dealers isn't a balance.. unless you're just talking about a fe of the convicted bigwigs.. inwhich case thats not going to stop the average guy on the street. Cutting of thieves hands in afghanistan doesn't stop all the thieves either..
