    How does the govt know who is on the FSC list and who isnt?

    They Dont, they need to confirm with a third party whether they can go after the person or not. The third party says "No, do not go after them" so now the DOJ knows you're part of the FSC...

            This is absolutely no way to stop enforcement against FSC members without knowing who they are.. whether they're handed the list or the compile a list from process of elimination they will get it..
