did appoint the leadership of the FCC. The FCC was the one pushing for this bill (as well as they are pushing to eliminate analog programming) and it was decided in court that they had no authority to dictate that all consumer video gear must contain DRM. So the MPAA lobbied to get it slipped in quietly into another bill.
