failure is for losers, it is unacceptable. i failed this test, that is unacceptable.
i believe it definitely builds character, in the proper context. cheating on a test by sneaking a piece of paper into an exam is silly. having the know-how to know what is on the test, through studying or otherwise, is something to strive for.
do you honestly think top management in IT companies actually know their products inside and out? You better believe many of them purchased a study guide or a test. They know what they need to know, but also need that piece of paper that says they passed the exam.
