They will profile anyhow. The non profiling rhetoric is for public consumption.
Yes there is a pattern, which is so obvious, that they will be trying to change that pattern, by attempting to recruit people that do not fit the profile.
I doubt that they will have a lot of luck in this effort, but they will undoubtedly try.
In war the unexpected has to be viewed as the expected.
