It's a sad thing, but allergy research is still very primitive compared to a lot of other areas of medical research. Far too often diagnosis have to be labelled 'idiopathic', which is basically doctorspeak for "we have no fucking clue WHAT causes this."
I'd suggest extreme environmental sensitivities and suggest trying an environment that's free of synthetic contaminants (turn her into a 'bubble girl'), but that's really just grasping at straws based on what I've determined from my own only marginally related condition (idiopathic angioedema). I fear that this little girl's chances are slim unless some medication or therapy or environment (or combination thereof) work out. Was there any mention of if the Elidel has produced any measurable improvement?
