After carefull review of your question I have come to the opinion that I guess so.

I take each page I create for programs and let it sit for a week, then go back and analyze what is working and what isn't...i have tons of click tracking and stats in place to tell me what to change and what not

i try and work hard on each page and i rarely just guess what works

It's a good combination of both, meaning that there's a time for one and a time for the other.
