Are commercial cartoon Parody sites legal?

Normally, US copyright law allows people to use other people's copyrighted works without permission if they are using it for parody, news, or review purposes (these are called "Fair Use" exceptions). Would the site above qualify? It's commercial in nature, does that impact its legality?
