The trick 3 years ago, was to ask a friend with paypal in US to send you his link for the ATM card in his paypal pannel.
After that you logged in your own paypal pannel, and pasted the link in the browser
To complete the process , was easy to fill up the form to order it.
Dont know if its work again but worked #1 for me.
