It criticises the "insufficient" number of troops in the country and calls on private military and security firms to be better regulated.
Iraq's own police and army are described as "a long way from being able to maintain security."
It also highlights concerns that human rights violations by British soldiers in Iraq were kept from the Foreign Office.
The report also warned that basic services in Iraq are not good enough, Afghanistan is controlled by warlords and the Road Map for peace between Israel and Palestine is stalled, possibly fatally.
The report describes Iran's nuclear programme as "a challenge" facing the international community.
