Well, I started out with a lot less than that, but it's taken me years to get to the point where I earn a living on the Internet, and I do *that* by having three separate businesses: content, my own pay site, and booklets on recruiting models, etc.
Along the way, I worked in freelance writing and graphics, as a security guard in an apartment building, and at Kinko's (oh, yeah, and briefly for XPics).
You'd be better off with $4500 instead of $450, and better off still with $45K, but it's possible (though very unlikely) to start a business with almost nothing, and $450, believe me, is almost nothing.

I started out with less than that. It's not impossible to launch a paysite with $450 if you do all the hard work yourself rather than paying someone else to do it for you.

That includes, having a LOT of content of your own, dedicated server and design-skills. 450$ won't buy you much content, you can get some feeds for a month.
