I think if you are doing business with a US company, then you need to comply for that US company. If you push my boob site on your domain, just link to my 2257 record. I don't see why you would need the record on hand, they can't inspect you.
Just think about all those EU companies that setup in US for Epoch/CCBill processing. Now they have to comply, well it seems that way at least.
