The soldiers that jump the guy are AFGAN soldiers. They beat on him until a US soldier jumps in and starts to handcuff him.

He even pushes off an Afgan that tries to keep on poking at the prisoner with his rifle

In the next shot, there are now two US soldiers still trying to get him cuffed properly and they struggle with him until they do.

THAT'S ALL, YOU MORONS. THE US TROOPS ACTUALLY SAVE HIM FROM THE BEATING BY THE AFGAN TROOPS.
