Optimize your site and they will find you. Write a press release about it if for no other reason that to get an incoming link.

The times are a changing. However, I did have someone ask me the other day about the benefits of being submitted to 3,000 search engines for one low price.

There are a ton of useful seo progs. It depends what you want to do. If it's just submitting your site to engines and directories I would do as already advised. Optimize, submit to article directories, use social bookmarking. You can get traffic flowing in a few hours like this.
