I fully believe that the Government should regulate child birth as a whole. You need a license to drive, fly, or go boating, but not one for having a child?
The process for adoption is pretty complicated, and it's apparently hard to get approved.
How come any 16 year old, broke ass, no education, no father, no hope loser can bring a child into the world?
Of course, some would say that's a radical Government who would enforce such a law, but in reality, if child birth was regulated I bet crime would drop, poverty would drop, etc etc etc. Of course, then you may have the problem of the overall population of your country would shrink rather than expand.
