I have not been really impressed with eraser program sales, so I am not really sure how much I personally would be willing to sink into a project like that. Which brings up the logical question, what is the value?

Since there is no verifiable income (primarily because there is no income) you pretty much are looking for someone that likes the name, because it has been my experience that it can be difficult to get someone to pay for incomplete programming. It can also be pretty difficult to find a programmer that will take on an incomplete project.

That being said, I would start off by probably trying to find a good programmer with vision, that would be interested in entering a partnership with you.

i also still like the concept there's still NO programs like this
available in Japanese, so for them this would still be pretty new and may
convert well...same goes for china, korea maybe even some european non english speaking countries.

how about planning to add an anoymizer/surf by proxy angle and just sit on it until you can find the resources for it later

some extra features were planned for it that could be one of them
