And another thing lol ---
as to the actual being able to submit and all that -- it would be really simple to implement that part -- on the site you're using for joins, you also have a members area -- in the members area is the submit area for the sites that are participating, so if someone hasn't paid they can't get access to the submission page.
This member area could also be used in a way to help submitters as well. Keeping them up to speed on what each site prefers etc, giving them tips to getting listed that others dont see, etc etc
