Crazy stuff, but face facts... Gay men are *drastically* more likely to have HIV than straight men, even if the straight men are sluts.
It's not discrimination in this case IMO, just statistics. I mean, you can't donate blood if you have had a tattoo in a few years, so what's the difference?
