I would be for it.
Set it up through CCBill as a $1/mo recurring charge. Subscriber picks his own password which is automatically added to the password file (for password protected submission forms) of all participating tgp/link sites. Each tgp/link site owner can easily remove that password if the submitter cheats or doesn't follow their submission rules or whatever and it does not affect any of the other participating sites.
The $1/mo charge could go to the CC processing company for this service. If the amount wasn't sufficient to cover the processing fees, the participating tgps/linksites would have to pay a monthly fee to participate as well.
I would gladly use it.
