not sure if this is true or not but on the news last night the reporter said that when you enhance the audio of the tape you can hear one of the cops saying to the kid " I told you that next time we would handcuff and arrest you."
If that is true and the cop said that, then obviously this isn't the first time this kid has caused this much trouble. If that is the case both the kid and mother/parents need counseling.
