The cops should have come and talked to the girl first before cuffing, but you don't know if they didn't, the way the video is edited. I agree, it seems pretty extreme if you are trying to scare the kid, just the cops and a discussion with them should have sufficed.

You're the fucking moron. Under absolutely no circumstances does a 5 year old child need to be handcuffed. NONE. It is a kindergarten teacher's job to know how to handle temper tantrums. Since she didn't know what to do she should be fired. And no cop should have to handcuff a five year old under any circumstances. The fact that it took 3 cops to bend the kid over a table und pull her arms up behind her to cuff her means that all 3 of those idiots need to be fired as well.
