actually the drug culture is getting so bad that heroine addiction is second only to amsterdam of anywhere in the world.
Crack and meth are massive addiction issues here too. Both women and men hooked and stealing money from anyone/anywhere they can for their next fix.
Maybe it is the ghetto. Doesn't look like it if you've been to Vancouver.
