They are actually trying to co-operate at least thats what I got out of the news. They want to put a "freeze" on their nuclear program if we provide a substantial amount of energy support.

Umm, excuse me, but I've been watching CNN all day, and they've been reporting that North Korea was negotiating the end of their nuclear program in exchange for security and such. But Heidi Collins reported just a little while ago (it was NOT on the news ticker but STRAIGHT OUT OF HER MOUTH) that in a meeting a few hours ago they had "threatened" to "test a nuclear weapon" if the negotiations were not successful.
