If there is a local branch of the ASPCA in your town, call them and register a complaint. They will contact her, because not providing sanitary conditions for animals to live/play in, is also considered to be a form of abuse.

This would be the best way to deal with it, because your complaint will be kept confidential and she won't know 'for sure' who turned her in. She'll only know that she must keep her yard clean or lose her dogs to the ASPCA.
