Designers can't make a guarantee of how much a gallery will make. There's too many variables like the content, tour, processor, traffic.
They can guarantee a certain CTR % if they are confident in the work and the content.
To say someone is scamming if they make a gallery that doesn't generate $1000 is just insane.
