                  actually, my bad - that's your total server connections - not connections per person per download...i think i'm a little confused on what you need actually.

                  but on second look it sounds like you need to install mod_limitipconn to your directory and addrule - MaxConnPerIP 2

                  this - http://www.webhostgear.com/279.html - looks like it could help you figure out the limits you need set.
