It's fairly significant programming, depending on exactly what you want to end up with.
You need to have someone develop a database to store all your picture, text and linking data, then build a backend of some kind so you can enter all that info.
There's a lot more you can do with a site like this.
BTW - it's not SHTML programming. They probably have .shtml mapped to PHP or Perl, etc..

It's pretty damn simple to do though, just whip up a MYSQL database and program a small add/edit admin.
So then you make another ssi call for the thumbnail text no biggie and if you have a few hours of time to invest there is no reason you couldnt have it done tomorrow
